MTX Gov RegLight is an AI-assisted regulatory intelligence platform that helps government agencies read, compare, and maintain the full body of law they administer. Agencies load their statutes and administrative rules into a project workspace, and RegLight analyzes that corpus to surface conflicts, duplication, outdated processes, statute-to-rule misalignment, and modernization opportunities—each finding cited back to the exact clause it came from.

Findings do not go straight to publication. Every result becomes a Review Record routed into a shared Review Workspace, where policy, legal, and program staff triage, comment, draft proposed rule text, record concurrence, and close the item with a full audit trail. RegLight is built as decision support: the platform reads at scale, and people decide.

How the Platform Helps.

MTX Gov RegLight is designed to replace the manual, expert-dependent process of regulatory review with a repeatable, auditable one. Today, knowing whether two divisions of the same agency have written conflicting rules generally requires an attorney who has read both. RegLight makes that comparison systematic across the entire corpus, then puts the result in front of a human with the supporting text already assembled. Dashboards give program leaders visibility into finding volume, issue type, priority, agency distribution, resolution status, and estimated economic impact.

Proven Capabilities

  • Ingests state administrative codes, state statutes, and federal CFR titles from structured XML
  • Two-phase analysis: individual rule summarization, then corpus-wide conflict detection
  • Statute-to-rule cross-correlation identifying gaps, drift, and authority exceedance
  • Bill Impact Analysis comparing proposed legislation against the loaded corpus
  • Interstate licensing reciprocity comparison with generated review memo
  • Cross-agency conflict detection from unstructured PDF and DOCX documents
  • Economic impact modeling grounded in data for all 50 states and the District of Columbia
